China Compulsory Certification (CCC) or 3C certification for short. With China's accession to the WTO, the Chinese government, in order to fulfill its WTO commitments, on December 3, 2001, the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China (AQSIQ) issued the regulations on the administration of compulsory product certification, which replaced the original safety and quality licensing system for imported goods (CCIB mark for short), the safety certification system for electrical products (Great Wall certification for short) with the compulsory product certification system (CCC) National security certification (CCEE), three certificates in one. The implementation and supervision are carried out by CNCA, the 15 license issuing agencies and 152 laboratories authorized by CNCA. It is stipulated that the first batch of certification applications for 132 kinds of products in 19 categories listed in the compulsory product catalogue will be accepted from August 1, 2002. These products in the catalogue must pass CCC certification and affix CCC Mark before they can be sold in the market.

2014 regulation update:

According to the notice of CNCA on Issuing the implementation rules for compulsory product certification (CNCA No. 23, 2014), in order to cooperate with the effective implementation of the new version of the implementation rules, the relevant designated certification bodies shall formulate corresponding implementation rules for certification in accordance with the requirements of the new version of the rules. The implementation rules and detailed rules shall be implemented together.

According to the implementation rules, the enterprise is divided into four levels: A / B / C / D according to the factory inspection conclusions, sampling test results, supervision and inspection conclusions, product quality status and other principles. The level will directly affect the applicable certification mode for enterprises to apply for CCC certificate. For example, class A enterprises basically do not need the first factory review. Among them, the enterprises applying for CCC certification for the first time belong to category B.

The products listed in the catalogue of products subject to compulsory product certification include 186 kinds of products in 22 categories, including household appliances, automobiles, safety glass, medical devices, wires and cables, toys, etc.

Application process

1. Customers submit documents and samples to Beitong for testing.

2. Beitong applies for CCC online system.

3. After the completion of the qualification laboratory test, issue the test report and apply to CQC for the first factory inspection.

4. The factory inspection is completed, CQC reviews the documents and issues CCC certificate.
